US Senators demand US waiver for India from CAATSA

Washington/Moscow: – The United States had threatened to impose sanctions against India over purchasing the S-400 air defence system from Russia. But, according to a bill introduced by US senators, it would not be in America’s interest to impose sanctions on India, a member of the Quad and a strategic ally of the United States. Senator Ted Cruz, Senator Marshall Roger and Senator Ted Young have recommended that no sanctions be imposed on India in a bill presented in the US Congress. A few days ago, a joint article written by former US diplomat Nikki Haley and Senator Mike Waltz clarified that the front with India is vitally important for the US.

The United States was preparing to impose sanctions on India under the Countering America’s Adversaries Through Sections Act (CAATSA), which sanctions countries purchasing arms from enemy countries. India had bought the S-400 from Russia despite warnings from the US. There was talk that the Biden administration would take action against India under CAATSA. This is being opposed from within the United States. US opposition leaders, former military officials and diplomats have also warned the Biden administration. On the one hand, the Biden administration considers India a strategic partner and still threatens relations with India by imposing CAATSA sanctions.  

A few days ago, former US Ambassador to the United Nations Nikki Haley and Senator Mike Waltz wrote an article underlining the importance of US-India relations. The article suggested that the United States and India must support each other for maintaining their international influence. The article emphasized that the United States must work with India, with more than one million military personnel, nuclear weapons, naval capabilities, a progressive space program and robust democratic history. The article, which says the United States has no choice but to cooperate with India, was a point of discussion around the world.  

After that, a bill was tabled in the US Congress to exempt India from CAATSA restrictions and grant such concessions to India in the future. This is indicative of the pressure on the Biden administration, which has warned India of sanctions. Until now, Russia has been India’s largest supplier of defence equipment and weapons. Even today, India relies heavily on Russia for spare parts for weapons and defence equipment. US defence officials and leaders have pointed out that India cannot suddenly stop buying Russia’s defence equipment. At the same time, US officials note that India is reducing its dependence on Russia in this sector.  

This indicates that the Biden administration will not impose CAATSA sanctions against India. The United States is preparing to exclude India from the law, emphasizing cooperation with India. However, the United States is preparing to impose sanctions on Turkey, buying the same S-400 system from Russia. Turkish President Recep Tayyip Erdogan has raised the issue and strongly criticized the United States for imposing sanctions on Turkey and preparing to exempt India from sanctions.
