USS Milius and two other patrol ships from the United States participated in the exercises. In contrast, helicopter carrier JS Kaga from the Japanese navy joined the US destroyer. The details of the submarines participating in the exercises have not been revealed. But it is claimed that the super-advanced submarines from the Japanese navy were a part of the exercise.

The exercises were to practice how to retaliate against enemy submarines if a marine conflict sparks soon. Both the countries tested their naval strengths through the exercise. Senior US naval official announced that this exercise was necessary to ensure the security and stability of a free and open Indo-Pacific sector.
