Russia is the current President of the UN Security Council. Ambassador Tirumurty was speaking at a symposium organised by Russia on the subject ‘General issues Relating to Sanctions: Preventing Their Humanitarian and Unintended Consequences’. Ambassador Tirumurti made vitriolic criticism that the terrorist organisation from our neighbouring country, who have been declared terrorist organisations by the United Nations, are wearing a mask of organisations providing humanitarian assistance. These terrorist organisations are also using ordinary people as human shields. It has thus, made it possible for these organisations to spread terrorist activities to South Asia and regions beyond that.

Ambassador Tirumurti expressed his stand-in straight, saying that the sanctions should not hinder legitimate humanitarian aid. But it is also expected that humanitarian aid should not be used for terrorist activities in a country known as the ‘Safe Haven’ for terrorists. Tirumurti suggested to the President of the sanctions committee that these challenges should be considered while planning the UN Security Council sanctions. It is mandatory to take necessary precautions, considering these possibilities.

Meanwhile, Hafeez Saeed, the mastermind of the 26/11 Mumbai attacks and the founder of Lashkar-e-Taiba, had started the humanitarian organisation Jamaat-Al-Dava. But the situation changed after the Mumbai attacks and Hafeez Saeed was forced to start another organisation named Falah-e-Insaniyat. It had already been exposed that the terrorist organisations were adopting a new name and identity after the UN Security Council imposed sanctions against them. India seems to be raising this issue on the international level taking cognisance of these activities.
