Besides, Dbeibeh is known as the leader of pro-Turkish and anti-Russian groups in Libya. Thus, Burns’ visit to Libya is important in the context of the ongoing Ukraine conflict.
Moreover, Libya is an oil-rich and OPEC member country. The United States and some European countries support Dbeibeh and allied groups in Libya. The US and NATO supported Deiba’s government in the civil war that broke out in Libya after 2019. Therefore, a senior US official was expected to visit Libya. But the US, which maintains secrecy about the meetings of its officials, has expressed surprise that the CIA chief’s meeting has become public.
During the same trip to Libya, Burns will meet with rebel leader General Khalifa Haftar in eastern Libya. Russia and UAE supported Haftar. Therefore, it seems that the head of the CIA is giving a different signal from this trip to Libya.
