Delhi police had arrested a Kashmiri couple connected with IS Khorasan in March. Jahanzeb Sami and his wife Heena Bashir Baig were the names of the detained people. They were planning to start riots in the country. Sources said that Nabeel and Sadiya were arrested after their names appeared during the interrogation of the detained couple.

Sadiya was under surveillance since 2015. She had plans to travel to Syria and join IS. But she was detained before that. She underwent counselling in December 2015. No complaints were filed against her at that time. Jammu and Kashmir police arrested her under the charges of having links with terrorist activities on 26th January 2018. But she was released due to lack of evidence.
