During the tenure of President Barack Obama, Biden was the Vice President and Hillary Clinton was the State Secretary. Therefore, criticism coming from Clinton is significant. Whereas, Condoleezza Rice was the US State Secretary, when George Bush, who declared war on terror in Afghanistan, was the President. Rice and Clinton both said that the counter-terrorism campaign would have to continue in Afghanistan despite the military withdrawal. A US news agency reported that Rice said that the military would have to redeployed in Afghanistan for action against terrorists.

The concerned news agency said that both former Secretaries of State spoke during a virtual meeting held in front of the Foreign Affairs Committee of the US Senate.
